Online CDL Drug & Alcohol Clearinghouse Resources Available

In case you haven’t heard, the Federal Motor Carrier Safety Administration (FMCSA) has launched a website for commercial driver’s license (CDL) holders, employers, state driver licensing agencies, medical review officers, and substance abuse professionals regarding the upcoming implementation of its CDL Drug and Alcohol Clearinghouse on January 6, 2020. On that date, mandatory use of the Clearinghouse to report and query information about driver drug and alcohol program violations goes into effect.

The new website provides commercial motor vehicle (CMV) stakeholders the latest information and resources about the Clearinghouse, including an implementation timeline, an extensive fact sheet, frequently asked questions, and more. In addition, CMV stakeholders can subscribe to receive emails from FMCSA that contain news, updates, and information to help them prepare to use the Clearinghouse.

The Clearinghouse, which was established by a final rule published in December 2016, will be a secure online database that will allow FMCSA, CMV employers, state driver licensing agencies, and law enforcement officials to identify – in real-time – drivers who are not legally permitted to operate CMVs due to drug and alcohol program violations, and thereby improve safety on the nation’s roads.

In fall 2019, users can establish an account that will allow access to the Clearinghouse once it becomes operational on January 6, 2020. We recommend that owner operators familiarize themselves with the employer and driver requirements related to the Clearinghouse in advance of the implementation date.
