It will likely be around two years before Compliance, Safety, Accountability (CSA) safety measurement system (SMS) rankings are reformed and CSA scores return to public view, according to Department of Transportation Secretary Anthony Foxx.

In June 8 testimony before the Senate’s Commerce, Science and Transportation committee on implementation of the Fixing America’s Surface Transportation (FAST) Act, Foxx said, “Based on our preliminary assessment, it’s going to take a while to do the revised analysis [on CSA score methodology].”

He added, “We expect it to take a year or two, probably more like two, before that information [CSA SMS rankings] will be posted back up.”

As part of the FAST Act, the Federal Motor Carrier Safety Administration (FMCSA) was required to pull CSA SMS rankings from public view.

The FMCSA was also required to commission the National Research Council of the National Academies to conduct a study on the SMS and CSA program and submit a corrective action plan to explain deficiencies or opportunities identified in the report. Since 2011, various groups have questioned the CSA program’s accuracy.
